Build it in six parts: capture, assign, prepare, respond, handoff and review. Every exception should point to a concrete data, routing or training fix instead of a shrug.

Distinguish acknowledgement from a useful reply.
Track when the enquiry was acknowledged and when it received an appropriate, useful response. A fast receipt should not hide a long wait for actual help.

A handoff should state why it happened, who owns the next action and what has already been checked. Do not make the customer repeat the entire request.
